I have been unable to find the actual legislation though.

If I recall, as a practical matter, that's really about air quality in large facilities, not in your house. If your house has that problem, YOU have a problem, not just your pets . . .

i'm moving to sweden! seriously though many municipal shelters have guidelines just like this.

they recently banned catch and release as well!!!
