Renee, if she's walking away then the dremel's too close. The entire point is to very slowly desensitize her to the dremel first while it's off. Some dogs will of course shut down or 'exit' (gotta love her confidence), if it's too close. In the middle of her eating her meals for example, try quietly setting it somewhere far enough away where she sees it but doesn't react.
Holding a dog down for any required handling only makes future handling worse. The long process of desensitizing can be painfully slow but for say one month of crazy patience, you get several years of stress free handling.
