Non insulating rain coats

Does anyone have experience with or recommend a certain non-insulated rain coat?

Zero has more than enough fur to keep him warm through even the most bone chilling tempuratures, as a matter of fact, he often gets hot when on walks in the dead of winter, but when it rains (which seems to be about 85% of the year here) he gets SOAKED and can take an entire day to dry off if the air is cold.

I'm looking for a coat with little to no lining that has some underside protection as that's where he gets the most soggy.

Thoughts? Websites? Let's pretend cost isn't a factor. :p

I totally read this thread title as "non insulting rain coats" and thought it was about finding a rain coat that doesn't look totally ridiculous on the dog hahaha.
