If someone wanted to dump a dog they would remove the collar and tags first. I suspect it was a lost dog that someone found but either didn't know what to do with it or didn't have time to do anything with it so they put it in a place where other dog people would find it.
I've done that. Dog was wandering outside near a semi-busy street, so I put her in the dog park. I didn't leave until people started showing up, because at the time there was eight dogs with me and my friend and I couldn't of looked for the owners or taken her home with me in the already packed car. All she had on was a collar but was well-behaved and well-taken care for, probably just got loose from one of the nearby houses. Thankfully someone went and took the dog around the neighborhood to look if they could find the owners.

THere was someone that dumped a pet rat at our dog park. A dog named Brownie found it, carried it to my friend Kelly who found it unharmed. They discovered where Brownie had found the rat. A pile of cedar shavings were dumped at the base of a tree. Now tell me who dumps a pet rat in a 55 acre dog park? I will never understand people. Poor dog. I hope the second chance comes and it's someone that provides the right kind of forever home.

One time when I went to the dog park there was a German Shepard there that appeared to have no owner. About an hour later the owner did come back to the dog park. Someone asked him where he was, well....
he went to go see a movie and dropped the dog off to have some fun.
This was what I thought. I've seen this once ... I arrived as the owners were returning and the others in the park said it had been there unattended for over an hour. Apparently the people went shopping and didn't want to leave him in the car (nice in that respect) so they thought he could 'go to the park and play' while they shopped. I don't know ...

Doubtful that someone would do a dump and leave a collar with tags that would enable someone to find them. Hopefully he's one who got lost somehow and ended up in the park, or, like someone suggested, a stolen dog that someone got itchy and dumped.

I do hope that there's a more positive side to the situation, but it certainly looks suspicious, ya know?

I've joked many times that I wish I could just drop Juno off there in the morning, and then come back for her at night.... but I can't believe some people actually do that! I've yet to see any knuckleheads like that at this park though... they're all pretty attentive owners.

It really doesn't seem that suspicious to me. I've seen dogs dumped with collars on, but never their tags. It's just too easy to find an owner.

My guess is, as others have said, someone found the dog and put it in the park to contain it. The ball may already have been there, our dog park is always full of abandoned toys.
