Some of the breeds I've met probably aren't extremely rare in places, but they're not very common either, so I'm going to include all of the breeds I've met that I don't consider very common.

Beauceron
Catahoula Leopard Dog
Basenji
Xoloitzcuintli (varying sizes)
Hungarian Mudi
Leonberger
Belgian Laekenois (as well as Malinois, Groenendael & Tervuren... but those are all more common than the laeken)
Hungarian Pumi
Karelian Bear Dog
Coton de Tulear
Shiba Inu
Chinese Crested (both varieties)
Fila Brasileiro
Black Russian Terrier
Giant Schnauzer
Pharaoh Hound
Ibizan Hound
Entlebucher Mountain Dog
Tibetan Spaniel
Flat-Coated Retriever
Chesapeake Bay Retriever
Saluki
Nova Scotia Duck Tolling Retriever (of course!)
Canaan Dog
Icelandic Sheepdog
Norwegian Buhund
Norwegian Lundehund
Swedish Vallhund
Pyrenean Shepherd

And I didn't get to meet the dog, but I just saw an Alaskan Klee Kai for the first time a couple of weeks ago.

I might be missing a couple, but that's about all of the more uncommon breeds I've met. That's what happens when you walk around one of the biggest dog shows in the country all by yourself a few years in a row, LOL. I got to meet all sorts of different breeds! Some of them I met elsewhere, but most were at dog shows.

Oh yeah, my dad has a Chessie and they're really not that common, even out here where they make good gun dogs. Also: going through the rare dog breeds list found here

Catahoula Leopard Dog
(Very likely) Carolina Dog
Aussie (Thought I don't consider them rare myself)
Portuguese Water Dog
Swiss Mountain dog
Tamaskan Dog

Most of these were seen a the dog park or a vets office. I would have loved to interact with them :)

I've met most of the breeds mentioned at dog shows. The rarest I have seen is probably the pyrenean shepherds, there were three smooth faced at the last international dog show we went to.

Someone also had wirehaired dachshunds from working lines. They were French and Belgian imports. Holy cow, if I could find a dachshund like that I'd almost consider owning one. They had muscles and a tuck up.

There were also filas, CAO, CO, anatolians, boerboels, and cane corsos.

Most I've seen thorough work..there's a client with three xolos, we've a client with two Bouviers (rescue dogs, I think), one Dogue De Bordeaux but we haven't seen her in a bit. A local breeder has Cotons, so about once a year we do puppy health certificates. There are a few Havanese, but we had a puppy mill that was shut down a year ago..so I'm suspect about the ones I've seen from there. they're either mixes or really badly bred. There was a precious elderly Brussels Griffon we had hospitalized for a few days (she recovered) that I was smitten with.

And, there was a shelter dog we neutered that I'm almost positive was a Fila...or at least some mix thereof. The shelter had him listed as a Bloodhound/Mastiff mix. Apparently there was a male and female pair picked up that looked pretty similar, per the rather dense man who adopted the male.

I've seen most of the rarer breeds at dog shows. Not all of these I would consider rare but rare for my area.
I've actually talked too/touched
Ibizan hounds (spent quite a bit of time with those guys)
Cresteds both varities.
Tollers, what sort of shocked at how their coat feels.
Afgans, totally shocked at how soft they are.
Spinones
Bouviers (the bugger poked me in the ear as I walked by lol)
And Podencos( the Mini Beezers, I know they are not, but thats what they remind me of)
Neos (I did not approach him though).
And Oddly enough my very own breed would be considered rare in my area. I have YET to see 1 other Dalmatian on our walks.

Tollers are not common around here at all. I've only ever met one. I also met a Leonberger or how ever you spell it. I certainly have no idea how to pronounce it. I call them Lion Burgers in my head.

Before they were AKC recognised and/or "well known" in the dog community:

Australian Shepherd (back in the late '70s)
Neopolitan Mastiff (mid '90s)
Dogo Argentino (one of the first to be brought to the US)
Spinone Italaiano (about 15 years ago)
Chinese Cresteds.
Entlebucher Sennehund

My vet has German Wirehaired Pointers.

I met a smooth coated Saluki at a TDI test.

Oh yeah- just a couple of weeks ago I met a Silken Windhound and a Fila.

Oh I had an alaskan klee kai as a client.

Also forgot to add munsterlanders, silken windhounds and norfolk/norwitch terriers. Going to agility trials there are lots of dogs that you don't see on the streets much.

Here cockers are NOT common here. Maf's Cider was the first cocker I had seen since I was like 10. I see more cavs than cockers...

I HAVE MET A MUNSTERLANDER. My friend has one and their family members breed them. Her dog was such a nutcase. It was unreal how insane he was.

The ones I know are not nuts. They are active hunting types, but not as bad as some of the other spaniel types I know. (like irish red and whites, and brittanies)
