Nervous Only Away From Home

I have a rescue Black Lab Mix that is about 1 year 4 months old. We have had him for just over a year. He is a great kind dog that listens pretty well. We also have another rescue Black Lab Mix that is 3 years old. Whenever I take my younger dog out for walks/ runs he gets extremely scared. He will jump as cars go by, try to hide behind me when a bicycle goes by and even tremble if a little kid walks by. Normally I would think he is just a nervous dog, however at home and on my land he is the complete opposite. He is fearless. He will explore sit outside as fireworks go off and play with the neighbors kids. He even loves other dogs. When we leave for our adventures tho he starts happy and then freaks out at the first encounter of anything. I wanna stress that he has never shown aggression or growled when scared just will cower and shake. He was trained in the same manner as my other black lab who does not get scared by outside elements. Its confusing because whenever I bring out the leash he gets really excited, which makes me think he enjoys our walks and runs. I assumed the more I did it the better he will get. However we have been doing this for about a year now (whether permitting) 3-5 times a week. and he is still scared. I am just afraid that one day he will jump away from something he gets cared of and I lose the grip on the leash or gets so scared he shows his teeth at a kid. Once again he has never done something like that but I wanna help him before there is a problem. I even tried bringing treats with me to give him as bikes go by but he would not even take one. Any suggestions would be great.
