4 weeks! Wow, that's pretty young. Anyway, I was going to suggest everything that's already been said here, but they beat me to it! Just follow these suggestions.

Cooper enjoys giving me pain and gets all hyper and tries to bite my finger off, and then starts jumping on me and stuff. I usually hold him still just firm enough where he can't run off, and I talk to him softly. Or I pick him up
is there anyway that you can give him back to your uncle so the pup can be with his mom? (i'm guessing that the situation with your uncle and pups mom was a good one). the pup usually learns from its mom and litter mates what is too rough of biting. They learn an awful lot from their mom until about 8 weeks old and longer, but most people find it acceptable to take a pup at 8 weeks. Taking the pup that young makes your job harder but it can be done. just have patience and be its teacher(mom).
offer him something else to chew on and praise him like crazy, if that doesnt work tell him no biting and get up and ignore him. dont even look at him for a few minutes then go back and pay attention to him again . if he does the same biting, tell him no biting again and ignore him completely. it will take some time cause hes so young but he will i hope get it.

I would just walk away and leave him alone for a few minutes, or try distracting him with a toy. Does he like to fetch? When he chews you you could try throwing a ball or favorite toy and see if he will go fetch it. Why can't your puppy go back with his mom? I'm just curious.
