No.....cow's milk will not do!!
If the mother is not available, you could give puppy replacement formula. Esbilac (sp) I have found to be the best for orphaned squirrels if that means anything. You could also feed softened dry dog food a few times a day, and even a little canned food. But the majority of feedings should consist of puppy replacement formula. And slowly introduce more solid feedings as the pup matures.
Could you please tell me why you have that little pup at 3 weeks old?
As for breed it is hard to tell at such a young age, but if pup is only 3 weeks old, I would say a larger breed dog.

Why would the breeder be giving away puppies at 3 weeks? In my state, it is against the law to sell puppies under 8 weeks without notice from a Vet. :/
Have you taken this puppy to the Vet? If not, do so right away! They will provide you with proper mother's milk replacement and guide you on weaning. She will also need to be de-wormed and checked to be sure she's healthy every 2 weeks from now until she is 8-12 weeks old.

Awww, she is sweet! However, if at all possible, even though her mother has passed, it would have been much, much better if she had been able to stay with her littermates until she was at least 8 wks old. Is there any possibility that she can be brought back and stay with them until they are all older?

A very safe dewormer that is available over the counter has the active ingredient "pyrantel pamoate" just follow the directions for the puppies weight and it should be given approx every two weeks, until the pup is about 12-14 weeks old. First shots should be started at about 7-8 weeks depending on your vets reccomendations.
A puppy this young will not be learning the neccesary social skills from its mother or littermates. Such as bite inhibition and honoring another animals food. Don't be surprised if your pup has "social problems" later in life.
Please get vet checks, regular dewormings while young, and feed the right foods....... there is a wealth of other info in this forum that could help you as well.

thank you all for your help, first thing i'll do tomorrow is going to petco and buy the pup Esbilac Milk Replacement, and probably on sunday take her to see a vet for deworming. oh, i was wondering if i could feed her Eagle Pack all life stages (fish, i think) that my 11 mo. old pup is currentlly eating?

I have never been in your situation, so therefore wouldn't have a clue what to advise.
Is there no way that maybe she can be placed with a Surrogate mother and her litter until she is 8 weeks? If she could that would provide her with all the Social Skills she will need for later in life.

As for the breed, it does look like the irish wolfhound posted. I think it also looks like the puggles I have seen, but if she is in fact 3 weeks, probably too big. Her facial features remind me a lot of the puggles.

lol, she does look very much like the 3 weeks Irish Wolfhound, right now she is about 4 lbs light. as for her social skills with other dogs, i don't think it's going to be a problem b/c i have another pup that is 11 mo. old, so they play with each other all the times. i am hoping that she's going to be around 30 lbs or less when fully grown or else i might have to give her up which i really don't want to. and thank you all for your helpful advice.
I highly doubt you have an Irish Wolfhound. Im saying this because I have an Irish Wolfhound. Binn in my siggie is an IW. Wolfhounds are anywhere from $1500 to $3000 dollars in price.. even backyard breeders know this and would'nt just give away a pup at 3wks.. too much money is involved and at stake, so most likely they would hand raise the pup till 12 wks and then find it a new home. Also, IW's are born weighing 8 pounds, so by 3 wks their at least 12 pounds or so.
Even though it looks very much like an IW pup.. I dont believe you have one.
