I feel using a bullet over the other options officers have is just going over the line. And it worries me when people don't know the differences between animal and human aggression.
ETA: As sad at this is, and as much as I feel there are other ways to handle these situations, the man probably was not unaware of his dog being dog aggressive and he shouldn't have had the dog there in the first place knowing there'd be others about. And hopefully, if he gets another dog of this sort (or any other dog at all really), he keeps that in mind. Hopefully this doesn't happen again.
