Get a sandbox for him and burry toys in it. A kiddie pool might still entertain him. Two of my dogs won't go near the lake or ponds but they love the kiddie pools! Does he just dig or does he roll in it too. I've heard of putting things like hot powders where they dig to discourage them. Good luck!
