1)Left Click on View, now if you have to wait for that to appear when you move your mouse cursor up there just be patient
2)Then you should be able to move your cursor over "Toolbars" and the extended menu should reveal itself, now if you want to lock it open then you need to left click on toolbars to reveal the menu to stay open
3) Finally, make sure that all the toolbars that you want to show are checked or left click each toolbar to choose it.
That should take care of the issue however, if not then you may want to use the Help & Support index through your IE and/or operating system for further assistance, just post again if this doesn't work and I can look for other options for you
For your missing taskbar-
Right click on your Start button and choose Properties by left clicking it this will open up a new dialog box and choose the tab for Taskbar and make sure that your Auto-hide the taskbar option isn't checked
Other than that if you downloaded anything recently you can attempt to close out of your IE and reopen to see if the problem exists. If it does you should restart your system and if nothing changes you can try uninstalling the last thing downloaded or do a simple system restore(rollback) to when you knew the IE & taskbars were present. Usually these items disappear when a possible software conflict exists.
Another option to check is your display settings, go to your control panel and choose display settings. Go to the last tab in the window that opens, either advanced or settings and make sure that your display is at 1024 x768 minimum if that is fine you use your on-display settings for your monitor prior to rolling back anything.
