Those public areas have no right to just put up those no dogs allowed signs. It has to go through city council as Dizzy stated. Alas my city council has smart people on it who wont do something like that.
city councils respond to public demand, and they
will act if people demand it. thanks to idiots who don't pick up after their dogs there is for example still only one single (tiny) beach area here in L.A. county that is designated a dog beach. an interest group formed by dog owners now has to struggle all the way through city, county and state legislation to change this, and the dog owners are the ones who are paying for the whole thing, not public funds. considering that dog owners also pay taxes (that
should be used to benefit everyone), it's hardly fair.

yes it does, and very much so.
to me, the idea of responsible dog ownership (or rather pet ownership in general) is that you act in a way that does not impact the non-pet-owning public negatively in any way whatsoever, be it through behavior, noise, odor or other ways.
to be more precise, it means to not annoy anyone by undue barking, whining or howling, pets that are not well behaved in public places (regardless if people or other animals are concerned), or pooping in inappropriate areas without the owner cleaning it up.
it's a little different if you walk in the woods somewhere and the dog does its business well off the trail, but in public areas it's just totally gross and irresponsible to not clean up.
if you don't want to carry "a pound of poop for two miles", get your dog a backpack and let him carry it. problem solved.
