Buy a crate for each puppy and give them down time during the day in their crates. They will rest, learn to hold themselves and get empty when you take them out. If their eating, drinking and playing together all day long, their going to have to go potty every 30 mins no matter what.

I wouldn't worry about titers either at that age. But if your friend is worried about her dog going out in the world, she can get nosodes for parvo and distemper, it's the homopathic way to build the body's immune system in a safe way.

Along with adding water, you may want to try feeding smaller meals more often. Some dogs need lots of food to stay fit, but some of them can't handle a semi big meal 2 or 3 times a day. But do very well when the meals are split in to 4 meals a day or 3 if their getting 1 or 2 meals a day.
