I was just affirming what you said, Chaining for a short time with a chain that is long enough and not to heavy in a fenced area is ok.

Yes, I never chained him before as I spent about 3grand to secure him with a 6 ft high chain link fence.....But now it seems I had to take temporary action to keep him safe, And still keep him mobile ,the tire chaining is great he actually likes it ,he probably still could get under but he cant pull that 33 through there, ....He's doing well with the training collar also so everything's good.This weekend I'm going to get the cable that stretches along the bottom of the fence,that should do it... But if your wondering my opinion on chaining a dog out for long periods of time? unless its a shop dog that is among people inside the shop.... Absolutely I think its cruel ,and yes you said it torture.... The only reason I even say its OK for a shop dog,is usually their dogs rescued from pounds so its better than an injection, they usually get more attention than a dog that stays home alone all day ... They get spoiled!
