I'd bet a box of donuts that's a double merle BC or Aussie. Odds are on the Aussie, though BC isn't out of the question. It is not ticking - ticking would express on the white parts and there would be some solid color evident.
The only bad thing is that your friend needs to watch out for deafness, which is very common in these breedings. Double merle means that this pup inherited a dominant M gene from both parents, which is "lethal" - not literally meaning that the puppy will die, but such dominant genes create conditions that are not conducive to surviveability in Darwinian terms (a deaf pup would die in the wild).
Normal merles have only one M gene (genotype would be Mm) and are at absolutely no increased risk for health problems.
MM merles can also have increased sensitivity to light, and a higher risk for cataracts. A vet can determine this pretty easily.
