It makes all the difference in the world. Bones, tendons, cartilage and chunks of meat the dog has to chew up do the cleaning work, and the more the better.

Ground raw food doesn't contribute to buildup like for example kibble does, but it doesn't do much to work on what's already there either - that's where the "mechanical force" of chewing comes in.

For anyone who's having problems keeping teeth clean - buy the homeopathic remedy Fragaria Vesca, in 6X strength, or even better 3C. One pill per day for up to one month until tartar is significantly reduced. As a preventative against new tartar build - up one pill once weekly.
