I believe its more of a dominance thing than a sexual thing when dogs do that, Ive seen dogs do it to objects, other dogs and people, So you musnt worry or be embarrased, But you need to show your dog you are the dominant one (or the leader of the pack) of the household not him.
Always make him sit (say please) before you give him any attention
Always go through a doorway first make him wait for you.
When he is doing it making him stop dont encourage it, but dont punish him either, just divert his attention to something else, Ignore the behaviour

Good advice, Chell.

You do need to make him stop by discouraging him. Make him stop and sit, then divert his attention to something else as Chell advised.

You might want to have him checked too, just to make sure he doesn't have any type of urinary tract infection or other problem that could be causing an irritation. Sometimes that will make them start this behaviour so early.

But the likeliest reason is dominance, and for some reason, small dogs seem to start it early and be harder to stop.

When we first brought our Chow home we also had living here my daughters Rott. Both dogs were spade. At first the Rott would 'hump' our puppy! Both females, how odd it was to see that. But as our baby got bigger the table turned and soon it was the puppy doing the 'humping'. I figured it had to be something about dominance. Princess showing the Rott she was the dominant one.

it's a dominance thing. make sure you roll him onto his tummy and gently pin him there ith your fingers. it helps him realize you are in control by acting how his ancestors did.
