Collar irritation

We bought him a new collar yesterday, it's one of these:

It looks like it'd irritate him but it feels really smooth. We looked at some more leather at a smaller independent store but I swear they think little dogs are incapable of motion or strength, the ones for his neck circumference were soooooo thin. He wears a 3/4" collar and there were no leather that size for his neck. So we went to Petsmart and found this one and I think it'll work which is good because this morning I woke to the sound of him barking at a cat. He's been awful these last few days and needs to drag a leash.
I'll still keep it off when he's being good and at night/when we're not home.
