Does she visit the store at the same time and on the same day all the time or are visits varied?
If her visits are regular enough you might want to call Child Services and have a worker there to witness her endangering her kids that way.
You might also want to have a chat with the owner about his insurance policy because if she can't get the cash from the dog owner she will try for the stores insurance.
This woman is in serious need of an evaluation. What else does she do to endanger her children when she's elsewhere? I would seriously question her capabilities as a mother.
