At least Michigan has a policy of charging owners with a felony if the dog seriously harms or kills a human OR another dog/pet (I think, I'll have to check on that to be sure) A policy I agree with.
This news report looks a bit hopeful though, the title scared me, but the content is concerning more owner responsibility......

• On Aug. 24, a 6-year-old Jackson County girl was severely mauled by three pit bulls, suffering face and skull injuries in the attack. According to reports, Tyah Norris was playing with a friend in Blackman Township when she was attacked. One dog knocked her down, and then the others joined in the attack.
According to her mother, Joyce Norris, one of the little girl's tear ducts had to be replaced, part of her skull is gone and she has "stitches all over her face." The dogs were euthanized.
• On Aug. 16, Khalil Rocks, 8, was mauled by a pit bull while playing in Warren. The dog was in its yard when it reportedly broke loose from its leash and jumped a fence to attack Khalil. The dog fled after being hit with a flower pot by a neighbor.
Jenny Lin Angel, the dog's owner, later pleaded not guilty to charges of harboring a dangerous animal causing serious injury, a felony which carries a penalty of up to four years in prison.
Angel was released on a $5,000 personal bond and is due back in court on Sept. 7.
Khalil's mother, Dionna Rocks, said her son suffered injuries to his legs, shoulder and eye and is unable to walk. The mauling was the second for Khalil, who was attacked by a different pit bull when he was 3, according to his mother.
• On Aug. 14, a Warren woman shot a pit bull that attacked her dog. The woman, who had a permit for the weapon, shot the dog after it wouldn't release her Shih Tzu.
Both dogs survived.
• On July 12, a 5-year-old boy died after he was attacked by two dogs in his home in Lincoln Park. According to police, the mother of Kyle Holland found her son dead in his room after putting him to bed at about 10:30 p.m. the night before.
