Shy puppy with a greedy alpha dog

I've introduced our new puppy ( a bernese mountain dog) into the family and I have never had such an easy time with a puppy. He doesn't cry at night when left alone, he goes poddy almost immediately after eating so I simply take him out right away, he does not chew anything. He gets along fine with our 3 year old jack russell.
My problem is this, my Jack has already established that he is the alpha, and the puppy accepts this, but my Jack won't let the puppy play with ANY toys or bones. I bought new ones for the puppy but the jack just steals them and the puppy is too shy to take them back. This will be a huge problem when the puppy is teething and or bored. Even when left alone with the toys he is afraid to play with them. I also can't play or pet the puppy myself without the Jack jumpng in between us. Should I let this happen in the beginning?
For feeding I have to put the puppy in "his room" and close the door so that the jack can't stop him from eating.
What can I do get my Jack to let the puppy play? I'm also surprised my Jack is not at all interested in playing with the puppy. He usually plays with any dogs that visit or in the park. Its only been two days maybe I just need to wait it out. In the meantime what do I do?

Hi and Welcome.
I am also having some trouble with introducing my puppy into the family.
My older dog will try to bite the puppy if he goes near anything that belongs to someone else.
At the moment i am taking it in turns to crate each of them but also letting them out together for short periods of time.
While they are out i am removing all toys, so that Bailey (older dog) just enjoys some playtime with Ralph without hurting him.
Over the next few days i will slowly introduce toys into my play with them.
I am also looking into getting a Trainer for Bailey.
Also a few people told me about the NILIF program and i have looked into this and will talk to the Trainer and see if she thinks it is needed for Bailey.

Wish I could help you out. I have never owned two dogs.The puppy you have is going to be quite large in a short time. Maybe your other dog if a smaller breed will not be as agressive when he is the smaller one.

Maybe he is just establishing his dominance now while the pup is young and things will settle later on. I suppose(as mentioned) keeping them separate sometimes during the day to give the pup a chance to play with his toys and spend time with you is something you could try.

I seperated mine and gave them their own toys for the first week or so. Then it went fine.

My puppy has no interaction with Chico at all. You need to establish YOURSELF as leader and make you JRT understand that they are YOUR toys and YOU decide who plays with them. Also remember your pack rank, ALWAYS adress the higher rank member first (JRT).
