Because "chicken" contains water... once it is cooked down, it weighs less meaning it ends up further down the list. It only ends up first on the list of ingredients because it is heavier from the water.

Meal is the chicken already cooked down, therefore more meal is needed so that it is number one on the list of ingredients.

I'm bored... so I'll critique it! =D

Chicken ~ I prefer Chicken Meal.
Brown Rice ~ ok
Lamb Meal ~ ok
Oatmeal ~ ok
Barley ~ Similar to wheat, not preferable.
Duck Meal ~ Like Mordy said, unnecessary. I'd rather have MORE lamb meal or chicken meal than throwing a little bit of Duck in.
Potatos ~ ok, but this is the 3rd "starchy" ingredient listed.
Natural Flavor ~ I am not partial to a kibble that has to add flavoring.
Brewers Yeast ~ Common allergen.
Fish Meal ~ baaad!
Whole Ground Flaxseed ~ Not a good ingredient in any kibble, IMO.

Overall Grade ~ 7
