I have a 4 month old cocker spaniel puppy called Fifi who clearly asks to go out when it is time to do her business. However, more often than not, she uses the time for sniffing and eating everything she can find and once we are back inside the house she relieves herself. Any ideas as to how to stop this behaviour?

How long are you keeping her outside?
I personally wouldn't bring her back inside until she'd done her business........tiring standing around waiting i know! But you know she won't do it in the house that way.
Bailey is 17 months now and sometimes i still have to have him outside for about 30 minutes before he will poop.

This morning we took a long walk of about 40 mins. She still managed to save it for home. As I live in Southern Spain it is impossible, at the moment, to stay out long time during the day, even if one found some shade.

Yes, within minutes...which means I am reading her correctly. I am wondering whether something, that has escaped my attention, has happened to her out there while she was doing it especially when she was happy enough to perform outside until a few days ago.

Maybe try taking her out and then bring her in.....but like after 1 minute get her back out there real quick.
Do you use the Command for pee'ing and pooping?
If not then when you get her out there say to her "come on do poo poos'" (or go potty whichever you prefer) then while she is going tell her "Good girl going poo poo's" and when she has finished praise her like crazy and give her treats (or love if you don't reward with treats).
Hopefully taking her back out so soon after she has been brought in won't give her time to do it inside.
Then when you praise and reward she will learn that it is good to go outside :)
Good luck!
