Is this a sign that my training is working,or not working?

So I had a problem a while ago with Coco being very excited and reactive to children,bikes,joggers etc.
What I did was make sure I was loaded with treats before a walk,and focus on what was approaching and passing us,when I see Coco's interest in them or before I get her to focus on me,then she may either look back and I will say "off" and she will carry on,or if she is very interested I will ask her to sit and keep her focused until the distraction passes.
It's been a slow process because being 100% consistent and prepared doesn't always happen.Sometimes I am to busy with something else whilst walking and don't notice something coming towards us.

So atm sometimes it is working sometimes its not.Some day's she seems more "excited" than usual and others nothing phases her.Is this a good thing or a bad thing?Does it mean I'm getting there? I feel like were making progress but sometimes I'm just like "GAHHH"

I really do my best not to be distracted while training. Bandit still isn't able to ignore high distractions without a lot of guidance. So I never walk him on leash if I am going to get distracted. I always give him my undivided attention so he is set up to be successful.

I don't walk with headphones, a cellphone or anything else. If I have to take Briggs with me (it's about half the time) I make sure we go when I know Briggs won't be cranky and is content just to chill on my ba ck in his carrier. I don't know if this makes any sense at all but until my dog is showing signs of being able to ignore high distractions at a high sucess rate I don't want my attention to wander as I don't think we are ready for it.

I'm not an experienced trainer though. I will be interested to hear other people's responses too. :)

Working on leash reactivity is a long long process. Somedays the dog does perfect, somedays not. It sounds like its helping though, so I'd keep it up.
