Ahhhh... that explains it - you don't live in the United States. That makes a lot of sense.
Here in the States, dogs are usually not allowed in stores, and rarely (if ever) allowed in restaurants - it's all part of our health codes. However, there is an epidemic of Paris Hilton types who prance into places with their small dogs and expect everyone to coo over their little babies - despite the rules of "no dogs allowed". It's frustrating, because these dogs are usually undersocialized and overpampered, and are nasty, fearful, nervous little boogers.
I bring my dogs to the print shop where I work and no one minds - but I keep them behind the counter where customers won't see them. We have a few clients who bring their little doggies in with them, then set them on the counter to walk around. These dogs almost always trample the print jobs of other clients - and printing is not cheap. Then they act offended and huffy when we ask them to remove their dog.
It's a pain in the rear end, having to reprint a big job because some holier-than-thou person felt they had to bring in their little chihuahua or shih tzu. People don't stop to think that their dog is a bother... they think that *everyone* adores their dog. This mentality is common of owners of all sizes of dogs, but it's more visible in stores where people sneak in their little dogs in bags or in their coats.
One little thing - even if the restaurant owner OKs it, there are larger regulatory bodies in the United States that police the health codes. There are strict rules for places that serve, prepare, or sell food. We have health inspectors that routinely check up on eating establishments and groceries to make sure they are following the rules. If an inspector was to see pet dogs milling about in a restaurant, the restaurant would more than likely face heavy fines.
My dogs are allowed in my print shop, the pet supply stores and boutiques, and some hardware and farm supply stores. I always ask, but most places say no... liability issues, health code issues... perhaps your country doesn't have these limitations.
