Breedable dogs vary by breed, some breeds are further along in the game because more people breed them and others are just getting started. I'm not sure where Mals are, but this player would probably be able to help you figure out where to go with them (Dog Dayzz :: Profile for Mani ;; ♥ Malinois!) if you send them a message and ask.
Generally the dogs in the adopt store are starter dogs and aren't going to be as good healthwise (there is health testing in the game) or conformation starts wise as dogs you will get from individual players. You can look for different breeds for sale from individual players by using the 'fetch' feature. You can see all the different options like breed, show quality, for sale, health tested, etc when you search.

To earn more money you need to start a career, you can do that by going to the employment center on the map, it's right next to the store I believe.

It's a good way to keep track of what some of the players are doing litter wise and if you happen to choose a breed on of the members there has they might be able to help you out with a puppy or adult bitch to help you get started.
