Do you mean a dog from the working group, or just a dog that was bred for something other than companionship? If so, a lot of the Terriers are under 15" and are good little workers. Jack Russells come to mind.

From What I found, Jack Russels are pretty loyal dogs. Sorry to contridicty you. Jack Russels are extremely hyper, though. A friend of mine owns one.

A dog that is trained properly and has a reliable recall will come the first time you call or not at all. I know several terriers, JRT's included that have a more reliable recall than most. Calling 5 times is a good way to teach a dog not to come.
If you could give us more info on the type of dog you want; temperment, coat, purpose, ect... it would be easier for us to make a good suggestion.

They're right about Beagles though. Beagles are scent hounds and when they're on a scent they aren't coming back no way no how.

What about a Mini Foxie or Tenterfield Terrier? They're wonderful pets, loads of energy, do great on farms (I know people who live on farms and have them), will reduce your rodent population like you wouldn't believe :D , do great with training and are very popular over here in Aussieland.

size wise and working id probably suggest some of the terriers...if you want to go a little bigger theres some in the hearding class that woudl work too...native austrailan breeds would work wonderfully, there bred for the land and temperatures, a little larger than you wanted would be australian cattle dog, or aussie shepard...these are working driven dogs who will readily leanr any aspect of farm work...
the cattle dog is very loyal but always ready to work, strong protective and never afraid, Aussie shep is more into hearding than protecting and prefers faster paced work.

if you want to definatly stay on the smaller end theres a few terriers that would suit a working lifestyle look into the australian terrier which would be a great choice for you living down there...boarder and cairn terriers, norfolk and norwich terriers, jrt(or parsons russle terriers), and the veriety of fox terriers...these dogs will also be happy to work and are pretty much low maintenence coat wise... ANY dog can have a reliable recall so long as you train them to! you should NOT be letting any dog whos not got a good recall offleash...this is all part of the puppy training, and NO dog comes to you as a natural behaviour when theres something more important going on...ALL dogs must be trained to recall before theyll come...jrt's are no more difficult to train than any other breed...

hope this gives you some ideas of breeds to look into...

First of all, what kind of "working" dog are you looking for? The term is very broad, since initially pretty much all dog breeds with exception of only a few were bred to do one kind of work or another: going to ground, herding livestock, pointing or retrieving and so on.

That being said, a Border Terrier would probably be a good dog for you. They are not quite as intense as the Jacks and more easily trained.

Jack Russells are great dogs. Great watchdogs, sweet, loyal, but at the same time a bit independent. They do tend to be a bit yappy at times and would rather follow their noses than come to you when called, but they're still great dogs. With lots of careful training my terrier mix has a GREAT recall. Out of my three (my other two are a lab and a border collie mix), she's often the first to turn and look at me when I call them, and rush to me. When training a terrier, remember; food is your friend!

your not gonna find a dog smaller than a kelpie thats not a terrier sry, a toy breed would be useless "working" infact theyd more likely look at you like you have 6 heads...and the majority of the smaller dogs other than toy breeds are terriers...
