This may have been asked but why couldnt you touch them or take pictures? Maybe my shelter is different but if you want to volunteer, you show up at the shelter and take dogs out/play with cats/take pictures. No one is there watching you. You are allowed to pet any dog or cat you want (as long as they arent aggressive).

Oh. see post above. That makes sense but i am sure those animals would like to be taken out of their cage. I understand them wanting to be safe (I wish our shelter was better about that) but they should have gloves you can wear or Germ X you can use (that's what I use).
