So my sister recently got a puppy but the thing is he is used to going on papers in the house from the previous people. How can she get him to go out side or should she leave him go on the papers for know he is only 7 weeks and very small.

that's up to her, does she want to clean up papers for the next 15 or so years? I'd prefer to have my dog go outside but some people prefer papers/pads.

She should be sure to keep him in her sights at all times using a leash. When she is not home she should crate him, if she is gone for long periods she should have someone come to let him out every few hours. she should be taking him out every two hours and praising and giving treats, off leash time or toys for going potty (whatever he enjoys most).

yea she I think she has started to get it figured out I was helping her with it all day. Taking papers out side he would pee on them out there and know he just pees out side so i think were on the right track.

Being so young, she probably hasnt' truely "learned" to go on the papers and not to go anywhere else. So it should be easy to teach her to go outside instead, simply keep the papers picked up and don't give her a chance to go on them. Then follow the stickies on potty training.
