Opinion needed please, should I call Humane Society?

Mon - Fri I go to a park-n-ride to catch a commuter bus for work. Next to the park-n-ride are some seedy looking low income apartments. For over a week now I have noticed a medium sized dog, possiblly a pit bull mix who apparently lives on a tiny, tiny balcony of a second story apartment.

Each morning I see the dog on the balcony curled up asleep which makes me think more than likley he probably sleeps out there all night. When I arrive back at the park-n-ride at 5:00PM, the dog is still on the balcony and looks distressed. Last week it was hot and he was panting hard and pawing at the wall of the apartment and this week so far it has been raining pretty hard. The balcony offers no cover at all to provide any kind of shade or protection from the sun or rain.

I called the apartment management office and reported it but nothing has changed. Do you think this is enough where the Humane Society would get involved? The dog doesnt look starved but it appears he is confined to the tiny balcony to live. No, I dont live in the immediate area to see if he is brought in at night or if he is taken for walks but I still think he should have some sort of protection if he is going to spend a good amount of time on that stupid balcony. what do you think?

Wouldn't hurt to report . Maybe all's well and it will give you peace of mind .

I called the SPCA abuse line and left a detailed message, hopefully someone will call me back!

Yeap, I would've done the same thing. Usually when I call for something like that, I tell them I'm not SURE but this is what it seems like and they check it out anyway. I have Animal Control's number in my contacts list on my cell phone, lol.

Id give them a call explain you cant be sure but this is what you see and make sure to mention the dog is out there in ALL weather with no shelter...

by law they have to provide 3 things, food water and shelter...

Id call..and I hate hearing stories like that. I cant imagine keeping your dog in those conditions. Why do people even bother to get dogs when they cant/wont take care of them? It really baffles me.

I'd call just make sure you report is secure enough to get something done. Get a camera and take some pic's if you have too. You have reported it to the apt and they have now said something to the owners just secure the aligations so something is done

Cowgurl, I also thought of how the dog would be going to the bathroom.

I left a detailed messae with the local SPCA animal abuse hot line and have not heard a thing back yet. I emailed a local news reporter who has an animal blog page and I happen to know her boyfriend really well too (she doesnt know I know her boyfriend but thas neither here or there).

Much to my surprise, tHe news reporter emailed me back and said she contacted the Humane Society, I figure she as a news reporter may have more influnce on getting the dog some help than I do.

I would have called also, but would go out of my way to go by there as often as possible to see if the dog is almost always out there. They might keep the dog out there during the day, then take it for a walk, out to go the bathroom etc. I don't think its right, but many dogs will hold it for 8+hours when people are at work.

Without shelter on the belcony they are breaking the law, but I bet they put a dog house on the balcony and keep doing the same thing :(
