My dog doesn't eat the food given.

So around last year, I got a dog outside of Walmart. They told me he was a German shepherd lab mix. He ate normally and was overall just a puppy. He's almost a year old now and lately, he's stopped eating his food as much and started digging through the trash and eating off tables. I get he's still a puppy but my family and I have been telling him no and punishing him each time. He knows it's wrong as his body language suggests it. However, he still continues to do it. I am still in high school and to my knowledge, he hasn't had any shots. Can this be the issue? Or is he rejecting food? I am concerned that he's going to harm himself if I don't fix the issue. I don't have the money for shots and changing the food may be an issue. Is there anything I can do?

Do you feed him the same food? My dog also dislikes her food if she has eaten the same food for a long time (about 4 months). But if I change another flavor of food, she is eager to eat it than before. You can turn into different flavor food or add some wet food into the dry food. However, my dog also has no any appetite when in heat, but it could recover after several days. Sometime, a poor appetite may be caused by some digestive issues. If he has other symptoms such as drowsiness or constipation, it's better to take him to the vet for examinations or treatment asap.

To be honest it's always different because my family gets what we can afford at the time. Everytime we change it he's very eager to eat and then in a matter of days he's back to eating less.
