Could someone compare and contrast these breeds? For someone who loves Border Collies and GSDs but needs an under 40lb dog for the city - biddability and handler sensitivity. Doesn't need to be a dog park dog but no true DA. Doesn't need to love every person it meets, but no husky aloofness. Ideally doing off leash walks and hikes, city adventures, dog classes, agility, frisbee.

My experience does not form a proper representative sample of the breed, but basically any corgi I've met has ended up with moderate to severe health issues linked to their funky structure. I wouldn't be looking at them if you want a sports prospect.
Mini Aussies can run the gamut of temperaments. Some insane and bitey, others more mellow and aloof. Some 40+ lb throwbacks, some mixed with chihuahuas or poms. Aussies (and well bred minis) are pretty neat though and mine easily keeps up with all the stuff I do with her. Mine is a sub-40 pound 'standard'.

Ideally, a mini aussie is going to come from pure aussie lines bred down in size, and have a personality and traits the same as full Aussies. Some lines are mixed with small breeds like poms/other spitz/papillions. I have heard mini Aussies can be barkier than their full sized counterparts, but corgis can be super vocal as well.
I personally have noticed a higher rate of DA in corgis. They aren't always great dog park dogs. And although they are small, can be quite heavy. I'd lean towards mini aussie as a recommendation for an active apartment/city dog, for sure.

I vote mini american (partly because I have one LOL) but where you buy is very very important, if I was going to get another one, it would be from a breeder called "wigglebutt" hands down.
Many of the corgis I have met have been very snappy,reactive, and snarky, though that might be due to lack of training and not the dog's fault.
But if you want to do agility, I would suggest a mini american, because they are structurally, as a breed, more sound (based on physics) than corgis, which can have knee and back problems.
