Just feed pieces of meat that are big enough that they *have* to chew them to be able to swallow them. That's kind of a rule with any size dog and raw feeding. Small dogs are just as capable of chewing up bones well, you just give smaller easier bones to chew.
Um....maybe try giving him a better quality food. One that has more bioavailable nutrition to him. He might always be hungry because the kibble that you are giving him is just mediocre in quality and ingredients and he really isn't absorbing much of what he eats.

I wouldn't feed ground meat and bone in replacement of RMB's. You lose the dental benefit (which is one of the biggest perks) and you also lose the enjoyment your dog will get by gnawing on bones.
It IS normal to see bone shards in their stool in the beginning, you weren't doing anything wrong...

I think I would try and dry them and use them as treats....just the first thought that came to my mind because I don't think our dogs would eat them live. Unless they come dry :)
