Same with Aussie. Like overnight she developed this itchy skin along her spine. Not fleas, not mange just a reaction to something and we don't know what it is. Oatmeal bath works for about a day or two but I don't want to bathe her more than once a week.
With adults it's not that big a deal but with puppies it could be. Has his environment changed? New food bowl? Did he recently have a vaccination?

My golf course gets swarms every now and again but they stay pretty much in the same area. The course just puts up some warning tape and then waits for the wind to shift. Sorry, not very proactive.
In my mind the only thing a flea collar is good for is the bag in the vacuum. Chop it up and toss a couple of bits into your vacuum bag and you'll kill any you get off the rug.
Other than that, it's just a ring of toxic chemicals and that can't be good for the dog.

The t-shirt idea is great! My only worry would be if you live in a high humidity area would be adequate ventilation for the skin. Moisture, high temps equals hot and humid and that's a perfect environment for bacteria.
If Fido is inside in AC then that shirt sounds like a quick cheap fix.
