Some obediance training is great but it only adresses half the problem. Riot seems to know this and is doing more than just obediance with her dog.

Dogs don't do things out of spite. It's really hard to say from a description on the Internet but maybe you are sending mixed messages by being at your wits end.
It might be time for a proffesional's help to get some perspective on the situation.
That's why they are called boxers, they use their paws. If the other owners are not attentive you are lucky to have the empty side to play with your dog and it sounds like a great oppurtunity to work on recall (the come command).
