Science Diet Frequently uses feed grains not fit for livestock consumption in their food. Consequently these moldy feed grains can cause mold allergies in dogs or yeast infections in flop eared breeds. I would not feed it. I would take your dog to the vet but that looks like a yeast infection.
Get both males neutered. Keep them separate when you are not home to supervise them. When you are home make sure you have a spray bottle of water to use to break up any arguments they may have by spraying them in the face saying no! Eventually at the first growl you can pick up the spray bottle...
