The spots that are showing up are called ticking, and many breeds have it. As the dog gets older more and more "ticks" develop.

A few of the types that have it:
Dalmations
Many pointers
Many spaniels
Many bull breeds
Greyhounds, borzoi
Bluetick coonhound (many of the hounds have ticking)
Border collies

As an example, here is a picture of my dog's dam as a puppy, and then as a yearling to show how the markings can develop.

To me, your dog looks like he's got some northern breed (like husky) mixed with a handful of other things, maybe shepherd. I don't think he's part white shepherd. The gene for white in shepherds is a simple recessive, and only comes out with pure white dogs in the homozygous. No ticking, no dilute markings showing through the coat. It also has no dilute affects on other pigment the dog is carrying, as white shepherds have been born alongside and produced heavily pigmented dogs as well.

What is his personality/temperament like? That will tell you a lot too.

Like Romy said dogs with ticking (kind of like freckles) are born white where the ticking will be, and the ticking shows up later. The one Brittany across the street still had ticking popping up at 2 years old. Same with the spots on Dalmatians. Honestly, the first thing I thought of when I saw your pup's pictures was Siberian mix, although his ears lookk kinds of GSD to me. The ticking and coloring popping up on his ear makes me think he has some Border Collie in him, too. So I'm guess Siberian/GSD/Border Collie.

eta- Oops, what a ding bat I am this morning. I totally forgot to add how absolutely adorable your pup is!

I have no clue, but Oh my Goodness! What a cute puppy! I love how the effect of the coloration of one eye rim makes the other look so different. Cool!

I see either Border Collie or Australian Shepherd mixed in there...could be with husky, could be with another shepherd.

Either way, he's adorable!

Yep see GSD in there. JRTs and whippets get ticking (if they are going too) as they age.

Husky/JRT actually...will be my guess on this one. On the one where he's loking back he looks a heck of a lot like the RCA dog.

I see some husky of one kind or another as well - but either way, he is too cute! I love his little nose, how it looks like a heart because of the colouration...
