We have had this dog at rescue for a LONG time (because he doesn't like other dogs, I guess). His name is Oliver and he's just as sweet as can be with people, he just needs a home without other animals. He is listed as a Basset Bleu de Gascogne mix, but I'm not sure if that's what he is or not, since that is a rare breed and everything. What do you think?

To me, he looks like a corgi/coonhound mix, maybe with some beagle tossed in.

Is there anyone around that area with a Bleu though?? It's not exactly common...

I think the odds are probably pretty slim that there is an actual, intact Basset Bleu running around breeding randomly. Although you never know.
Personally, I'd call it a Basset mix and leave it at that.
