Itunes and music downloading questions

I had a ton of music, years ago, on my itunes, CDs, etc. When my PC crashed after HS, I lost everything in iTunes, nothing was backed up.

What I purchased via iTunes, I had the email receipts for, but I don't know if I still have them. My question is, if I paid for and purchased songs on iTunes, can I somehow download them into a new library? A lot of the songs I had purchased on an old account, though.

The Pirate Bay...I've downloaded some music from there, but I used dropbox, and now my dropbox is full and it wants me to pay to upgrade. Every time I try to download something from TPB, it goes into Frostwire? I guess if I delete Frostwire then it might work?

I suck at computers and I want to put my music back into iTunes.
