Your puppy is 9 weeks old...so there's nothing you can do to 100% stop this behavior right away. But you can certainly teach him it's not going to get him anywhere and minimize it.
Whenever he nips you, yelp loudly and in a high pitched voice. Then end the game. Walk away from your puppy or sit quietly and ignore him for a few moments, until he calms down and stops mouthing. When he is no longer mouthing, resume the game. Encourage him to chew on a toy instead of your body parts. Praise him and engage him when he chooses an appropriate toy to chew, and offer him a toy instead of your hands and feet to chew on. Be consistent, but be patient and remember puppies explore with their mouths.

9 weeks...love that age
 Yell "oww!" and disengage IMMEDIATELY. Go back to playing again and repeat if he mouths again. Provide lots of chewies for him to gnaw on and redirect his mouthing to appropriate objects when playing with him. Just be consistent - don't give up =)

You have a golden, they've been bred to want something in their mouth - if you don't offer them something, your arm or pantleg will do!
Get lots of stuffies for him for when he's around the house loose - don't leave them in the crate as they can destroy and eat them, not good! Have the stuffies handy and when he comes to say 'hi' hand him a stuffy and then praise him up. Don't take it away, you can trade him for a treat and hand it back, but do lots of 'oh what a nice toy, what a good puppy!' with him. If he drops the toy and goes for your hand, stand up and walk away. He's invisible without the toy (or at least pretend he is). Soon he'll go grab a stuffy himself and bring it to you for attention.

Redirect, redirect and redirect some more. Understand that if your pup was still with the littermates they would all be chewing on each other all the time and you would be doing the shuffle slide while they hang onto your shoe laces and pant legs. THis stage will not last, get good toys that have no choking parts, and are good for teething. Just a baby so be patient and kind and you will be all the richer in trust and love as your puppy grows.
Please don't leave Puppies alone with anything cloth, just in case they might ingest. Stuffies are wonderful, but at this age they are a parent supervised toy only.
