It seems that the chip companies should come out with a new product marketed specifically to breeders-- a chip that is permanently registered to the breeder, and which can then also be registered to the owner. When someone gets a read from the chip and checks the database, they are provided with both information, which clearly identifies which is the owner and which is the breeder. I fear that if there were two chips in the dog, an inattentive shelter employee might read one chip, and not happen to notice the other. I would be in a complete state of panic/dispair/depression/anger if my dog turned up missing. The sooner I was contacted by someone, the better. My breeder is in another state, so it might take some time to get everything sorted out if my local shelter got a read off a chip my breeder had put in, but didn't get a read off the chip we put in.

AVID has been doing something similar to this for years.
