Maybe the inconsistency, the irregularity and randomness of what they let go through or what they confiscate is so the real bad guys will never know what they'll be looking for...keeps them guessing. If what the TSA is too predictable, it would make it easier for the terrorists to get something past them. (?) That would make sense. But somehow I have the feeling that they aren't smart enough to have such a scheme. LOL.
