Our newest family member (now 7/8 months old) likes to lay over our older male dog. He will place his two front paws right over the middle of the back of my older male dog and lay there--
Should I not allow this behavior? The older dog puts up with it--although he is not friends with the puppy.

It doesn't sound like there's any reason to not allow this behavior. The only thing I can think of is if the older dog has a medical problem where it will hurt him for the puppy to lay on him like this. Typically, if an adult dog has a problem with something the puppy is doing, the adult will let the puppy know and not allow that behavior.
They sound like friends to me.

good--it's just weird looking--he lays right over him with his two paws over his middle...they don't really get along otherwise so I thought maybe it was a dominance thing
