They usually don't set up a chip in until they have a better idea of how much the dog's care will cost. Since they don't know what they're going to do about Sassy's shoulder blades at this point, I'm sure that's why they've held off on a chip in for her. Also in case anyone is wondering, many of the vets who work with Noah's Ark do pro bono work or at a greatly reduced cost.
