plain and simple research, looking at the dogs the breeder has and has had, and what their goals are.

I got extremely lucky. EXTREMELY.
I have no clue where my next Dobe will come from. I'm just not seeing anything I love right now, and it's hard to tell what I'd like to put emphasis on - because it's hard to find a breeder that excels in conformation and performance/working. Siberians, I'll have to start from scratch. I know where I'll be getting a Griff, and that's because I'm related to them. Depending on the breed, I think finding a good one that matches your needs can be difficult.

I found 2 really wonderful breeders, that I am having a hard time deciding on, on a breed specific board. I have been in contact with both for awhile, and have been "watching" them both for years. I am going to get a puppy from one of these two, and Im so lucky I found them. In general, the breed specific board has alot of good breeders, and alot of good non breeders that can recommend others (or at least know alot of people).
