I hope to god they do and I have no idea why anyone wants that

If you're ever out of horror movies this makes for pretty frightening reading American Kennel Club - List of FSS Breeds

Each of the following breeds has been accepted for recording in the AKC Foundation Stock Service®. The AKC provides this service to allow these purebred breeds to continue to develop while providing them with the security of a reliable and reputable avenue to maintain their records. FSS® breeds are not eligible for AKC registration.

Foundation Stock Service® is a requirement for fanciers of a breed who want to achieve full AKC recognition.
If you don't want full AKC recognition, why bother with FSS?

It's what the breeds have to go to so that they can eventually be good enough () to be considered AKC registrable

FSS is the beginning to getting a breed AKC registered. AKC maintains their records as their breed pool grows, and eventually they become AKC registerable.

It doesn't mean they never can be, it just means that FSS breeds aren't the same thing as AKC breeds.

Foundation Stock Service Program

Breeds go from FSS to Miscellaneous Class to Full AKC recognition.
AKC Breeds by Group - Miscellaneous Class

They can't be registered YET because they aren't an AKC approved breed. They are in the process of becoming AKC registrable and in the future they will be able to be registered. But as it stands now they are not eligible
