Unhappy Please help me, Im going crazy!

I have a 14 week old border terrier puppy.

As I am sure others have wrote similar things but I just cannot seem to get to the bottom of this problem.

We got him from a place where he was kept with his mother preminatley as he was the only pup that suvived the litter, so they kept them together for 'company'... apperently?!

Anyway he was kept in a cage where he was allowed to wee wee and poo. Which I think is half the problem here!
His cage was coated in carpet.

Now we get him home, he settles in so so well, Acciendents were expected. I immediatley started toliet training him. I have another puppy who is now 6 months old. It only took two weeks to train him completely.
Why can I not get it to work for max?
The annoying thing is sometimes he goes outside...!!! Just walks right out the dog flap and goes!
Heres things I have tried so far.
- When he messes put him straight outside.
-If I come home and there is mess, I ignore it and pick it up when he is not looking,
-I always put the both straight outside when I get back, Sometimes he goes, sometimes he wont and he'll come straight back in and wee on the carpet.
-When he does go outside I praise him lots and lots, and reward him food.
-He was learnt other commands like sit and stay but wont wee and poo outside.
-I crate him at night and he wees and poos in it and lays in it.
so I had to stop doing that.
What am I to do?
I feel like I am fighting a losing battle.
I am so so close to booking in with a dog behaviour expert. I dont know what else to do.
It doesnt help that I am a veterinary nurse makes me feel even more useless lol!.
Ive had him checked and there is nothing wrong physically. ?

Like I said above I have tried the crate and he just messes in it everywhere then lays in it.
I had him on 4 feeds a day but he would only eat his morning feed and his night time feed and ignore the other two.

Thanks for the advise, I will try attaching him to me.
I have tryed sectioning off the room and keeping him in the kitchen all day and he just screams the place down for his friend on the other side of the gate, So I keep them together in the kichen and he wees and poos outside sometimes and indoors others.
Im just going to have to breathe deeply and keep trying!

He is a real baby, My other boy is not like him at all lol. Its amazing how they are so so different!
I will keep you updated. .. This is the last chance before I get Professional help... I think he is a naughty devil and a real rule breaker
Ps have you ever know puppies to have tantrums??!!! He throws right tantrums all the time and goes and sulks.

Lol....
Ive seen in the puppy classes I run at work they have a little grumble, not nothing like my fella hes a real spoilt brat!
I can make him sit, stand, paw on comand, but wee. No way! PMSL... Maybe one day!

I see this a lot with dogs I foster. He's been taught that he has to go on the carpet and in his cage. Usually crate training is out with this type of problem because they are 'dirty dogs'. Please don't anyone take offense to this; this is just what we call them (we meaning this group of rescuers/fosters that I'm consantly talking about). Due to circumstances beyond their control the dogs are forced to dirty their 'den'. They've done it all their lives so they dont understand that your suposed to keep your den clean. Its easy for people to use there clean den thinking to our advantage, but for you its different. House training your dog is going to be a lot more difficult than your other dog that you say you trained in 2wks. Your going to need a lot of patience and understanding. Please remember that he doesn't go in the house because he's a rule breaker or a devil, he just doesn't know any better.
The only advise I can think of right now in addition to Serena's is to catch him in the act. It seems he knows that you want him to go outside, he'll go outside for you because he understands its a positive thing. Keep a can with some pennies in it and be ready. Sometimes it only takes once to catch him in the act - then you just need to make sure he doesn't go when your not home.
If your professional help means a trainer that can come to your house and get to know your dog personally I think it may help a lot, if we can't anyway (I hope we can )

LOL...puppy tantrums...that is so cute! My dog just sits around and huffs if I make her mad. And if I hold her and try to give her kisses when she's mad, she'll strain her neck away from me!

Mine don't do the tantrums - they're worse! They give me the sad, mistreated, woebegone puppy faces, complete with tears. At least with a tantrum I could make fun of them.
