Dogs can be completely fine with other dogs in the household but can still have varying degrees of DA (from leash reactive to full out "I'm going to kill that dog"). And vice versa. Two dogs in the household could completely hate each other but may be completely fine with other dogs. DA is very complex, IMO, and many variables may come into play. Doesnt make a "bad dog".
When people say well trained I tend to think more behaviors not so much commands. Household manners (no tearing, chewing, jumping), housebroken, no unwarrented agression. The only command that is really important to me is "come". Second is drop. Only because sometimes dogs get so high in drive (like when chasing an animal) that they are more capable of downing fast then to redirect and come back.
