I related to a part of that thread. I knew of a breeder who would meet thier clients at parking lots and grocery stores. Needless to say I did report her to AKC. She lied enough that AKC caught her in lies and suspended all registration privilages for a year. Did it help? No. She just tranfered the dogs into her boyfriends name to register litters. She even showed in conformation.
