My havanese puppy acts fearful around my boyfriend.

Winston is four and a half months old. I bought him from a breeder at eleven weeks and his training is going well. Our biggest problem is that he is afraid of my boyfriend. He stays just out of reach and wont allow my boyfriend to pick him up or pet hime.
He goes to work with me all day where he meets many new people. He seems to like his celebrity statis. He likes most men just fine, though he has been fearful around a couple(including my man)
My boyfriend says he doesn't care anymore (I think he does) and I am afraid he will quit trying.
Do you have any advice about what to do with the men in my life?
